Before I click on the whibal to white balance the raw, is it important to adjust the exposure first? Say if the exposure needs +.7 to +1 stop? IOW, how important is exposure for the whibal to be accurate?

Not very important. And within the Raw converter it is easier to set the WB and then the exposure since the WB will affect the "look" of the picture, and so is relevant to your setting the exposure properly visually.
However, IF the exposure is several stops low, then the White card may be a better choice for the WB, or conversely, if the exposure is very hot, the dark gray card may be better (rare), but in no way does the order of selecting the click WB affect things, since it is the RAW data that the WB works with.
